A water heater is a storage tank that, yes, heats water. The heat is either produced by burning gas or by employing electricity. As the hot water leaves the tank, fresh cold water enters to the bottom of the tank so it can also be heated for use across your home. 

A boiler, contrastingly, can heat water that is used to heat the home and give you hot water. A particular type of boiler can heat the water to the point it turns into steam. The steam will heat the water for the home but can also be circulated throughout the home and provide heat through radiators. A boiler can also heat the air in a forced air heating system, or heat the floor in a radiant heating system. Boilers are very versatile heating systems that give you great comfort during the winter season. Updated boilers are also very energy efficient.
